ANALISIS BIAYA DAN MANFAAT PENERAPAN PROGRAM TABUNGAN PERUMAHAAN RAKYAT (TAPERA) INDONESIA

Tapera was a program to help people obtain decent and affordable housing through sustainable and cooperative-based low-cost fund financing. The program required workers to contribute 2.5% to 3% of their income, which was then managed by the People's Savings Management Agency (BP Tapera). This research analyzed the costs and benefits of Indonesia's People's Housing Savings (Tapera) policy. The study employed qualitative and quantitative approaches, with data from BP Tapera, the Central Statistics Agency (BPS), Bank Indonesia, and other official sources from 2019–2024. The analysis results indicated that the Tapera program could not provide significant economic benefits, as evidenced by a Cost-Benefit Ratio (CBR) of less than one, which showed that the benefits obtained were smaller than the costs incurred. Consequently, several challenges needed to be addressed, including housing price stability, transparency in fund management, and increasing worker participation in the program.
Tapera merupakan program program yang dapat membantu masyarakat mendapatkan rumah yang layak dan terjangkau melalui pembiayaan dana murah berkelanjutan dan berlan-daskan gotong royong. Program ini mewajibkan pekerja untuk memberikan iuran sebesar 2,5% hingga 3% dari penghasilan, yang kemudian dikelola oleh Badan Pengelola Tabungan Rakyat (BP Tapera). Penelitian ini bertujuan untuk menganalisis biaya dan manfaat dari kebijakan Tabungan Perumahan Rakyat (Tapera) di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dan kuantitatif dengan data tahun 2019–2024 yang bersumber dari BP Tapera, Badan Pusat Statistik (BPS), Bank Indonesia dan sumber resmi lainnya. Hasil analisis menunjukkan bahwa program Tapera belum mampu memberikan manfaat ekonomi yang signifikan dengan cost-benefit ratio (CBR) yang kurang dari satu. Ini menandakan bahwa manfaat yang diperoleh lebih kecil daripada biaya yang dikeluarkan, sehingga, terdapat beberapa tantangan yang perlu diatasi, seperti kestabilan harga rumah, transparansi pengelolaan dana dan peningkatan partisi-pasi pekerja dalam program.
